Member of Parliament from DMK , Vijila Sathyananth asked in Rajya Sabha in year 2018,  "whether around 1,000 highway villages and smaller highway nests have been envisaged across the country, with Government approved standards of services to be set up by National Highways Authority of India (NHAI) as well as private players"

2 April 2018, Minister of State of Road transport and Highway, Mansukh Mandvia replied :

Government has envisaged highway village and smaller highway nests across the country with  uniform standards of services to be set up by National Highways Authority of India (NHAI) under which private land owners /entrepreneurs/persons having land area of more than 02 hectares. abutting National Highways can participate. The setting up of these facilities is an ongoing process.

8 month before this Answer in Rajya sabha, Union Cabinet minister Nitin Gadkari addressed the press on the 3rd August 2017 and Unveiled the Logo for the Highway village.

On the Same day ( 03/08/2017), Ministry of road and highway tweeted : Brand name "HIGHWAY VILLAGE" to be used by facilities having area more than 5 acres & "HIGHWAY NEST having area less than 5 acres.

After 5 years of the Launching of the Logo of Highway village, I have filed RTI on April, I have filed RTI to ministry and sough the information related to the Highway village.

As the Ministry and NHAI had not provided the sought information, I filed the 2nd appeal to the Central information commission ( CIC). On 24 August 2022, CIC organized the hearing of the appeal. The submission made by the representative of the Ministry shook me.

Sujeet Kumar, GM (T), RO Office of the Ministry of the road transport and highway submitted to CIC that

there is no terminology in their organization called “Highway Village” as sought by the Complainant.

On the basis of the Submission made by the official, Information commissioner ( IC) Saroj Punhani writes in Decision :

The story of the Highway village is that - It exists in the Rajya Sabha Answer, Union Cabinet minister addressed press on this policy,Highway village is brand name and logo as per the official tweets of the ministry of road transport but the official of Ministry submits to the central information that there is no term exist in their organization called highway village.

More Ironic and sad part is that, Information commissioner Saroj Punhani accepted the submission of the official of ministry and painted the information sought by me as "Vague !
